The Cabinet sub-committee appointed to look into the recent petrol crisis, has found that the failure to maintain buffer stocks and the absence of a mechanism to carry out emergency supplies was what resulted in the shortage.
The committee, headed by the Minister Sarath Amunugama, handed over the report to President Maithripala Sirisena at yesterday's Cabinet meeting.
The committee which was given more time to carry out further investigations on the matter, raised doubts as to how the delay in the arrival of the two shipments -- one ordered by the Ceylon Petroleum Corporation (CPC) and the other by the Lanka Indian Oil Company (LIOC) -- arriving in Sri Lanka and the breakdown of the refinery happening simultaneously.
It takes 21 days to import a shipment of fuel after placing an order and in a worst case scenario, 62,000 to 65,000 tonnes of petrol should have been in storage during this period.
Based on the committee report Petroleum Resources Development Minister Arjuna Ranatunga had directed the CID to conduct an inquiry into this matter. (Kelum Bandara)

Ha Ha .... what a revelation .... A couple of 5th Grade students would have concluded a better report. It seems a simple Wine Store in a far-away village maintains a better stock than CPC. The subject minister says 2 ex-ministers were the culprits and this 'report' couldn't find that !! What a waste of our money and even more what a shocking eye-wash !!! This is the reward we get for being born in Sri Lanka. A bunch of crooked politicos including the dishonest PM.

If it was done on purpose for the sake of sabotage then Arjuna is right, after all he was a successful cricket captain who saw how the pitch behaved!!!

This smells of sabotage with or without the willing connivance of the Ranatunge brothers. That this happens just before the budget which in turn was just before an election is a very sordid affair. It was then exploited very efficiently to cause maximum damage to the government by the J.O. Many rats were at work to pull this off. The question is will they be punished? Will heads roll?

It is very easy to figure out that lack of buffer stocks resulted in a fuel shortage. The important thing is to find out whose responsibility it is to ensure that sufficient stocks are available at any given time and then to make it known to all citizens and finally, kick them out.
