New traffic fines from Sunday, 10 more offences included

The number traffic offences that deserve fines has been increased from July 15 which includes ten new offences, the Director of Traffic Administration and Road Safety SP Indika Hapugoda said.

Speaking to the Daily Mirror he said the present number of 23 traffic offences had been increased to 33 with spot fines.

About 100,000 Police fine books had already been sent for printing.“10,000 books have been delivered to 489 Police Stations in 42 Police Divisions,” he said.

Traffic fines for additional offences had been amended to Rs.1,000 as a minimum fine and a maximum of Rs.3,000. “The fine for breaking speed limits has been increased to Rs.3,000 from Rs.1,000. The high speed fine will have to be paid within 14 days; after 14 days the offender will have to pay double,” SP Hapugoda said.

“The traffic fines would be implemented following an Extraordinary Gazette notification that was issued on January 15. “It was not implemented until now and would come into operation on July 15. Fines going upto Rs.25,000 for seven traffic offences such as drunk driving will be added as spot fines after receiving Cabinet approval,” he said.

The fines applicable to the carriage of persons in excess of authorized number in private coaches and of goods other than personal luggage in motor cars or private coaches, carriage of persons or passengers in excess, authorized number of goods other than personal luggage in omnibuses, Carriage on lorry or motor-tricycle van of goods in excess of the maximum load or maximum axle load, exceeding the number of persons carried in a lorry and failure to carry the emission certificate or fitness certificate of a vehicle has been revised to Rs. 500.     Dont give bribes. Thats all. Thats the only way to stop the bribing. If people are honest and accept the fault, there is no need to bribe anyone. Just pay the fine or drive carefully

    Wanting to carry the emission certificate is like asking you to carry the birth certificate. Afterall revenue licence is issued only if the emission certificate is there. Don’t they know it.

    No use applying dollar rates here, my dear. Those fines are for people who earn in dollars. When you are in Australia and earn approx $600-1000 a week, these fines can easily be paid - plus they are also able to pay in installments (From someone who lived there for 17 years) A spot fine is one that you have to pay in 14 days

    The penalties for traffic offenses where people could be injured or killed, such as speeding, wrong overtaking or overloading of vehicles must be punished with at least 25000 Rs and 3 months driving license withdrawal. By repeating the offense double the penalty and the third time the license should be withdrawn for 5 years.

    Rs 1000 to 3000 is nothing much for the traffic offences. What should be introduced is the point system for driving license holders, To begin with, driver should be given merit points for e.g.. 12 merit points to maintain good driving record. Thereafter depending upon the offences the fines and demerit points will be added to the driver's licence. Once the merit points exhausted automatic suspension of licence for a period of one year will come to effect. In case of drink driving, speeding or reckless driving causing loss of human or animal life could face a long term suspension or cancel driving licence for life with appropriate jail term and minimum fine of Rs 25,000. For those who could afford a meal at a five star hotel a Rs 3000.00 fine is much less than what spend for a basic meal. Police target mostly the motorcyclists, three wheelers and commercial vehicle drivers and avoid reaching the super vehicle drivers in fear of reprisal. Most bus drivers fines paid by their owners.

    These fines are implemented for the road users to use it in a safer and disciplined manner. These will not apply to decent drivers who use the road safely. The implementation is OK as long as the police do not take bribes and let the culprits go free.
