Pivithuru Hela Urumaya (PHU) Leader Udaya Gammanpila has proposed the creation of an index to rate the performance of ministers quarterly.

Speaking at a news briefing at the party head office yesterday, Gammanpila, who is contesting the election from Colombo, Said people are expecting a set of ministers who can execute duties well to be appointed under President Gotabaya Rajapaksa.

"People have a right to know that the appointed ministers are performing well. Those who ill-perform should not be given posts. Therefore, I propose to set up an index to rate the performance of ministers on a quarterly basis..

He said if a minister continues to be the last in the index, it means that he or she has failed to show any improvement. “If a minister becomes the last in the index continuously on five occasions, he or she should either resign or the President should remove them," he said.

He also proposed new criteria to rate the ministers. “Concurrent expenditure, finding solutions to people's problems, the ability to work with officials in a cordial manner, providing answers to questions raised in parliament, filling out of vacancies, holding the public day, parliament attendance, taking part in parliament debates especially in relations to their own portfolios and other criteria can be used when rating a minister's performance. The people can also make new proposals," he said. (Lahiru Pothmulla)
