The Governor of the Central Province Ms.Niluka Ekanayake has announced that persons could complain to her office of any cruelty to children and also abuse of children. She also said that all information would be confidential, and should be written out giving details of the incidents.
She also advised that these complaints, if any should be devoid of any personal matters, but should be reported of actual findings of abuse and cruelty of children.
All such complaints should addressed by letter to her office. She made these observations on Tuesday at her office. (L.B.Senaratne)

However you also need to get down to the field and see whether such things are happening inside your Province without waiting until "someone makes the complaint". Sri Lanka police is one of the few (along with Russia, Iran, Pakistan) who blatantly state that they still have not received a complaint even though a blue murder takes place at their door step.
