Many accidents could be avoided if a compulsory road worthiness test is done annually . The lights , breaks , tyres etc., are tested before a certificate is issued . This is the procedure in the USA . The certificate must be pasted on the front screen of the vehicle . It is an offence to drive a vehicle on a public road without such a certificate .
