New law to standardize degrees from state, non-state unis

Amid the continuing controversy on the quality of higher education offered by private sector educational institutions, the Higher Education Ministry is to introduce legislation in Parliament to standardize the degree courses offered by State and non-State institutions, Minister Lakshman Kiriella said yesterday.

The Bill, if enacted, will also apply to the South Asia Institute of Technology and Medicine (SAITM) which offers private medical education.

The minister told daily Mirror yesterday he would present the ‘Quality Assurance Bill’ within the next two months and that Bill was being drafted with the assistance of the World Bank.

“We are working out the finishing touches to the Bill. It is being drafted in consultation with the University Grants Commission and the Vice Chancellors of the State universities,” he said.

There are numerous non-state degree awarding institutions operating in the country and the minister said as many as 50,000 students were studying for management degrees in the non-State sector.

Referring to SAITM, he said the students who graduated were prepared to sit for a licensing examination to be conducted by the Sri Lanka Medical Council (SLMC). (KB)

    Circa 1980, it was called the Ragama Base Hospital, a “Kukkul Kooduwa” without modern facilities. After the CNMC started they used as teaching facility for their Medical faculty. Buildings, equipment and personnel were improved by the CNMC. After 35 years, it is now, Colombo North Teaching Hospital - in par with Colombo South Teaching Hospital, in every respect. People of WP North receive improved health services at doorstep. If SAITM uses Avissawella Base hospital for teaching purposes they will improve services to meet standards, then people in the western part of WP will receive same facility.

    This decision was taken too early. We could have wait until 2025(or just after making more mess of education system) to decide we need to standardise education system.

    Please note that job market isn't only Sri Lanka. Lot of other nationalities are working with 2 month degree in global. let Sri Lankan to develop. Within Sri Lanka can give priority to state university student.

    Dhanush You do not have valid argument for abolishing SAITAM. People who have money can go to a foreign country and obtain whatever degree including medicine. SLMC has approved 255 medical school which include many 3rd world countries without proper inspection. Sri Lanka needs private universities which can easily monitor if they are established under proper regulations. There is need of common exam for both state and private university students.

    Do not beat around the bush. Takeover SAITM to government, it is a massive fraud. The owner must be in jail by now for this fraud. Government's popularity eroded massively by protecting this SAITM fraud. We will talk about quality of others including new private medical faculties.

    They will be able to communicate and obtain the patients illness/ailment history properly after going to International school, properly diagnose and prescribe medication. That is a plus and merit only admission; No Z score and district quota with 2 X C's and 1 x S pass for medicine.
